PC: NEXT-GEN / Complete Edition alternative: The general.ini DBGConsoleOn=true method works on most next-gen builds. If the console will not open after the .ini edit, install a community Debug Console Enabler mod from Nexus Mods (extract its bin and content folders into the game directory), then open the console with ~ or F2/F4. No mod is needed for the classic/old-gen version.
